Many government organisations are working hard to improve customer satisfaction, but they are encountering many problems. For instance, while government policy puts customers and citizens at centre stage, practice shows that this is not that easy to achieve.
People are citizens, customers, voters, taxpayers, participants, and sometimes even offenders. It is not always easy for civil servants to cope with these various roles.
